MCSC POLICIES, PROCEDURES & RANGE SAFETY
RULES
Membership
Club membership and activities are open to all adults. Membership shall be
based on character
and interest in conservation and shooting sports, not such things as ethnic
background, age,
orientation or disabilities. Divisiveness will not be tolerated.
Prior to being accepted for membership in the club, all prospective members will
review the club
rules, policies and procedures in person, at the club with a club official
designated by the Board of
Directors. When the club official is confident the prospective member
understands and intends to
obey the rules, the club official will forward the prospective member’s
application for membership
to the Board of Directors for review.
General Outdoor Range, Indoor Range and Shotgun Ranges
Members are permitted to use the General Outdoor Range, the Indoor Ranges
and may use their
own hand and portable trap equipment on the Shotgun Ranges on an ‘at will’ or
informal basis.
Restricted Range, the 600-Yard Range and the Club Shotgun Equipment
Members wishing to use the Restricted Outdoor Range, the 600 Yard Range or
the club Shotgun
Equipment on an ‘at will’ basis must receive additional training and receive an
endorsement on
their membership card before such use is permitted. The endorsement training
times are
scheduled on the calendar and are open to all members.
Supervised Activities
Supervised shooting activities may be scheduled on any club range and are
open to anyone,
including the general public, with the proper equipment for a particular
activity. An endorsement is
not required to participate in supervised activities. An activity or entry fee
is generally charged for
supervised activities.
Guest Privileges
1. Members may bring non-member guests to the club. Spouses, dependants,
other juniors
and any other non-members are considered guests.
2. A members spouse and ALL juniors under 18 years old may use the club
facilities for no
additional fee. They are required to fill out and deposit the hold harmless/day
membership
agreement in the range fee box prior to engaging in any activity at the club.
3. All other guests are required to fill out the hold harmless/day membership
agreement and
deposit it with the $5 fee into the range fee box prior to engaging in any
activity at the club.
(Or sign a group-activity sign-up sheet and pay the $5 fee to the activity
supervisor).
4. A member’s guest must shoot under the direct supervision of the member.
Members may
bring more than one guest at a time, but ONLY ONE guest may handle a loaded
firearm at
any one time. The member is responsible for everyone they bring to the club and
the
collection of all range fees.
5. Members should encourage their guests to join the club. Members should limit
the number
of times they bring a particular adult guest to the club. Our club depends
partly on
membership dues. Guests are a privilege.
6. Unless a person is the guest of a member or is participating in a supervised
activity, they
may not engage in any shooting activities on club property.
Firearm, Ammunition and Magazine Capacity Restrictions
1. Only legally owned and possessed
firearms are permitted on Club property.
2. A list of allowed calibers is posted in the
Indoor Range. Only handguns in the
allowed calibers and .22 rimfire rifles are
allowed on the indoor range.

3. Muzzleloaders and Center-fire rifles of
pistol caliber are permitted on the
outdoor restricted range.
4. No firearm may be fired on MCSC club
property in a fully automatic mode.
5. Discharge of a .50 BMG rifle is not
allowed.
6. Use of armor piercing, incendiary or
tracer ammunition is not permitted on
Club property.
7. Ammunition is limited to #7 1/2 or
smaller shot on the Trap and Skeet
ranges.
8. Multiple loading for all rifles and
handguns is limited to ten (10) rounds.
9. Multiple loading for all shotguns is
limited to two (2) rounds
Shooting Hours
1. All outdoor shooting is limited to daylight
hours between 8:00am and Sunset.
2. Outdoor night shooting under artificial
lights is not permitted.
3. Indoor shooting hours are not restricted.
4. Work days, club maintenance and
scheduled activities take precedence
over ‘at will’ shooting.
5. In the event of a power outage, the club
is closed to all shooting activities.
General Rules
1. All firearms must be operated in a safe
and reasonable manner.
2. Prior to shooting, visually check the
firing line, the mid-range area, the target
area, the impact area and any area
beyond impact for other persons who
might be in these areas.
3. All firing must be done from a
designated firing line or point.
4. Shoot only into designated backstops
from the corresponding firing points.
Cross firing is forbidden. All firing must
be at the target directly forward of the
firing point.
5. All shots must be confined to impact
berms or bullet trap; loaded firearms
must never be aimed or pointed above
or to either side of the target area.
6. All uncased firearms must be handled
with the action open and empty of
ammunition except when in position for
firing. When not in use, all firearms
must be unloaded, the magazines
removed and actions locked open.
7. All firearms must be unloaded with
action open and on the bench or in a
case or designated storage rest before
any person proceeds down range. On
the General outdoor range, the red
range warning lights must be turned on
before any person proceeds down
range.
8. Firearms must not be handled or
touched when anyone is down range or
when the red range warning lights are
turned on.
9. Before going down range, all persons
must communicate and receive
acknowledgment of their intention from
all other persons on the range.
10. All firearms must be cleared of
ammunition with the actions open before
leaving the firing line. This includes
moving from one firing point to another.
11. On the Trap & Skeet Ranges, only the
person on the firing point and whose
turn it is to fire may load their shotgun.
All other shotguns will be unloaded with
the actions open.
12. Ear and eye protection is required for all
persons on or within ten (10) feet of the
firing line.
13. Upon seeing any unsafe situation,
immediately and loudly give the
command “CEASE FIRE”. Continue to
give and repeat the command until all
shooting ceases. All persons on the
range are authorized to issue the
CEASE FIRE command.
14. Upon hearing the command to CEASE
FIRE, regardless of who gives the
command, all shooting will stop
immediately, all firearms will be
grounded in place and the shooter will
step away from the firearm. Do not
unload or further handle any firearm
until instructed to do so.
15. At will shooting is permitted only at
paper targets or air filled latex balloons.
Shooting at bottles, cans, or other
objects, on the ground or elevated, is
prohibited.
16. Remove all targets and police the area
of brass, spent shells and other debris
before leaving the range.
17. Your MCSC membership card must be
in your possession when using Club
facilities and must be presented upon
request from any other member.
18. All members have a duty to police club
safety. Upon witnessing a violation of
these rules or any other action that
appears to be unsafe, politely remind
the person involved to operate within
club rules. If ignored, take notes on the
time, description of the person and
vehicle and contact a board member.
19. All activities on the Midland County
Sportsman’s Club property relating to
the transportation, carriage and
discharge of firearms shall be in
accordance with current Federal, State
and local regulations as well as MCSC
rules.
20. Hunting or shooting of animals on
MCSC property is prohibited.
21. Alcoholic beverages are not permitted
on the firing ranges. Persons under the
influence are not permitted on the firing
ranges.
22. It is each member’s responsibility to
keep their gate code confidential.
23. The Club gate will be closed at all times
unless a scheduled, supervised activity
open to the public is taking place.
Exceptions
Temporary exceptions to these rules will be considered individually by the
Board of Directors.
Supervised Events, authorized by the Board of Directors, may allow activities
beyond those
listed in these rules.
